Flashing "1"

My unit has a flashing "1" and 3 0s and none of the functions/ranges work. Cannot zero the meter with either the zero ohms adjustment or shorting the test leads. 0.315a/250v fuse was blown. Replaced. Put in fresh batteries. No change. Any ideas?...
