controllers don't work

We will turn on the dreamcast, with game inside, a screen comes up saying "A VMU is needed with 2 blocks free for saving. Continue without saving? Yes or No. We press the buttons on the controller to choose yes, and nothing happens. We have tried all 4 ports, with all 4 controllers. Nothing. What can it be?...

why do some games download and other games don't? Is there something wrong with my console or the disks? How can I correct either problem?...
